According to statistics, there are 563 property companies in Luohu District, with nearly 13000 employees. They manage nearly 1200 property communities and serve about 90% of the population in the district. They are an important public security auxiliary force.

Since July last year, Luohu District has taken the lead in carrying out the "special action for innovative property management" in the whole city, innovating property management methods, promoting property companies to fulfill their main responsibilities through supervision, notification, ranking, rewards and punishments, actively participating in public security prevention, promoting the comprehensive management of public security in grass-roots communities, and promoting the establishment of "multi-element owners such as governments, enterprises and community organizations" The community governance system of "joint efforts of the whole body" has set up a new way of public security management at the grass-roots level.

In order to promote the real estate company to fulfill its main responsibility, Luohu District promotes the development of innovative property management through "eight measures", such as hanging "red and black cards", proposing to cancel the bidding qualification, and replacing the property management office.

According to the measures, Luohu district divides the property into five grades: "excellent", "good", "general", "pass" and "poor". For the "excellent" unit, the "excellent" unit of the year "will be issued, and for the" poor "unit, the" unqualified management unit "will be added, and the rectification will be ordered within the time limit. In addition, the long-term "poor" will also be recommended by the relevant departments, the disqualification of property bidding, or the property management procedures to be replaced. For the communities with more problems, especially the property management office that refuses to cooperate, the top-level punishment shall be carried out according to law. Reward funds shall be given to individuals who have made outstanding contributions. At the same time, for the real estate bidding, the functional departments of the government will also implement a comprehensive background review to improve the access threshold.

Through the implementation of "eight measures", Luohu District has gradually established a set of operation mechanism of "property classification management + reward and punishment system", which has promoted the formation of the leading position of the government referee, opened a new situation for Luohu's innovative property management, and also changed the face of grass-roots social governance, and finally achieved the goal of "maintaining social security and stability, serving social development and economic construction" Objective.

Since the "special action for innovative property management" was carried out, each community has actively responded to the promotion of property innovation management, and the living environment and public security level of residents in the community have been significantly improved.

Luohu mingjunhaoting community took the lead in responding to the property innovation management work. Under the guidance of the street office and the police station, it implemented the main responsibility of the property in the community, strengthened the publicity work of the special action, and worked with the industry committee and the residents to jointly manage the community.

At the same time, the investment in "civil air defense, technical defense and fire protection" has been strengthened. By increasing the installation of cameras, upgrading the access control system, establishing obligations, strengthening the business training of security personnel and emergency drills, the management capacity of the community has been comprehensively improved, and the hidden dangers of public security and fire protection have been effectively eliminated.

It is understood that since the launch of the special action, Luohu has carried out joint supervision and inspection within the property scope of the whole district, and published the assessment results of 210 property communities on the Internet. A total of 22 property companies were punished, with a fine of 129000 yuan, and one staff member was detained for public security, so as to urge the property company to fulfill its main responsibility.

With the innovation of management mode, the level of property management in Luohu District has also increased significantly, with immediate effect. After the interview, the person in charge of the property management office of Jingbei community, together with the sub district office, jointly funded and installed 50 new monitoring cameras in the community, and replaced the monitoring warning signs, effectively eliminating the frequent occurrence of burglaries in the community. In the colorful era of Dongmen community, 11 criminal cases occurred in 2016 due to poor management, which was proposed to improve the "civil air defense" in Dongmen police station After the rectification opinion of "technical prevention", the property director of the community quickly took a series of rectification measures to improve the property management level. After the rectification, the community has not sent any further cases.

In addition, the management of population information has been further strengthened, and the "Internet +" technical means such as "visitor identification system", "customer service WeChat group" and so on have been flexibly applied to actively collect population information, effectively improving the collection and management level of population information in Luohu. By renovating a community, influencing a community, and promoting responsible units and individuals to consciously fulfill their management obligations, we will effectively improve the sense of security and public security satisfaction of the people in the jurisdiction.
